My dear Murray,
I am writing to you with regard to a
letter of curs No. Cr 14068/26 dated the 23rd of
July, under cover of which we forwarded you a copy of
a telegram from the Governor of Hong Kong in regard
to the tender of the Hong Kong and Whampoa Dock
Company for the construction of the floating dock
required for the Base. When this telegram cane
in it was pointed out that this was a splendid
opportunity for your people to do something to
encourage the very depressed shipping industries of
Hong Kong, without in any way giving rise to our
being accused of breaking the Washington Agreement,
and I know my Secretary of State intended to write to
the First Lord about it to see whether anything could
be done to get the Governor's request syn athetically
considered by the Board.
